How to publish reports to different workspace that are built on Power BI datasets
We are trying to find a solution for the following scenario
- We have a dataset, published to power BI, and it will be shared to multiple users
- Users should be able to read the data set using Power BI (Get Data --> Power BI Dataset connector)
- And also Users should be able to deploy reports to any workspaces.
We tried following scenarios , but every scenario have its own limitation.
Can you please let us know , is there any way that we can share a Power BI data set with users, and users can build and publish reports to any workspace.
Scenario 1: Shared data set with users
- Users can't even see data set in Power BI portal since they don't have permission at workspace level
Scenario 2 : Have read permission on power bi content at workspace level (we tried this in both Power BI Pro and Premium workspaces)
- Users can create a new power BI report in power BI desktop and when they try to publish this report receiving an error as 400 bad request.
- It is not letting them to publish to different workspace as well, by default it is publishing to same workspace of power bi dataset
- Following are more error details captured from fiddler

Scenario 3: Have Edit permissions on power bi content at workspace level
- In this case ,we can build power bi report and publish to same workspace, and it is not letting us to publish to different workspace.
- And users can delete datasets available in workspace as well, which is very difficult to maintain once we have it production.

Power BI Datasets are only accessable from within that given workspace. If you want a dataset that is accessable by multiple workspaces, you'll need some form of Analysis Services to hold the data model.

Thanks for your reply.
So, does it mean datamodel should be deployed to a dedicated instance of analysis services(tabular or multidimensional)?.
We are using Power BI embed (A4 capacity), our dataset is published into that workspace, and internally all power bi dataset models use analysis tabular models, does is not sufficient enough to get this working (since it is Power BI embed premium capacity workspace).
Also, is there any other way that we can share a Power BI data set with users, and users can build and publish reports to any workspace?
