How to make a report downloadable without giving access to workspace

How to share a report such that it is downloadable, without giving access (making them member of the workspace) to the entire workspace like below:

According to my research, unless you add the user to the workspace, the user still cannot download PBIX even if the user is given editing rights.
But why do you want users to download PBIX files? In the service, users have been able to fully interact with the report. If you want users to be able to edit your report, you can share the App with the user, and then the user can install the App and save a copy of the report to their workspace, then the user can edit the report online.

If you want users to directly own the PBIX file instead of editing the file online, why not directly share the download link of the PBIX file for users to download directly. This is the easiest way.
You can insert the download link of the file in the report, for example, create a description page, insert a shape of a download button, and click on the shape to download the file.
Then the user can click the link embedded in the report to download the PBIX file when viewing the report.
