Maybe you can try to use d3.js custom visual. It support to use html elements and javascript to create visual graph.

Is there a tool in power bi that can be used directly? If you don't use d3.js

HI @Anonymous ,

Current power bi not allow you to direct use javascript to create visuals. Maybe you can try to create a custom visual with your own script.
