Hi,
I have uploaded a report to Power BI service and it refreshes correctly through my Personal Gateway. However, I'm in need of a new measure that I created on the original file (Excel), located in OneDrive. However, the DAX measure doesn't propagate to PowerBI even if the report has been refreshed. Do I have to remove the report and dashboard and then create a whole new dashboard just so I can add the measure?

I think the meta-data refreshes on a schedule. It may just be a case of waiting a few hours.
I add measures frequently. You don't just have to refresh the report. You have to refresh the dataset. Click the three dots by the dataset name and choose refresh now. Once that finishes, then go to the report and select refresh. If it still doesn't show up, refresh the browser window using F5.
You do not have to remove and replace the report.
