I created a subscription report which triggers email to the users every day.
The data to the report gets refreshed every hour. Now, the email is getting triggered with column header if there is no data in the report. I would like to set the subscription to trigger email only if there is data in the report.

I don't believe that this is feasible at this time with a subscription. There are probably some Power Automate or API based things that you could do but I think that the easiest, out-of-the-box method would be to create a Dashboard alert that sends the page. The alert I would create is a "is there new data flag".
If you can't get the Dashboard alert to do exactly what you want in terms of sending the whole report, you could set up the alert and have the alert email the link to the actual report and in the body of the alert tell the user to click on the link to see the new data.
