I'm looking to take this table I've conditionally formatted and have a card next to it that shows the number of projects that are in the red. Please let me know if this is possible?

You can iterate over the projects and count which ones satisfy the rule for red.
Roughly like this:
SUMX ( VALUES ( Products[Product] ), IF ( [Hours Remaining] < 0, 1, 0 ) )
Modify the condition inside the IF to be whatever matches your rule for highlighting red.
