For end users cross report drill through does not work if the drill through pbix is hidden

I have 2 reports in a single app, one is visible and one is hidden. 

For end users cross report drill through does not work if the drill through report is hidden. It only works with the account that published the report.

I have verified that 

Cross-report drill through is enabled

If I unhide the second report, the drill through works again. This used to work before the new workspace changes and I have not found a way to get back to the old workspace design that this worked on.

I have found numerous complaints about this but I havent seen any resolution. Is there a resolution

I think this is an artifact of the new Audiences feature. Have you tried this:
Unhide the drill through report, but hide the pages in it. That way the report will be visible to them when they drill through, but the pages won't be directly accessable, only via the drill through operation.

That is what I am doing currently, however the report b, which is supposed to be hidden does not have any pages that should be visible. For now, i created a dummy about page to make it work, but i would definitely prefer to have it work correctly.
