I have a question about the Fabric Metrics App and when throttling occurs. I have read the documentation but don’t get it to add up.
The documentation says: Jobs can consume 10 minutes of future capacity use without throttling
If we take a look at this chart we can see that this capacity has been overloaded from 07:12 to 07:30 and the cumulative % overages have been over 100% for much longer then 10 minutes and I would expect throttling accordingly to what the documentation says.
But if I look at the same time period for the Interactive delay throttling there are no throttling. At 07:17 the interactive delay % is at 63% far away from the Interactive delay threshold. Why is no throttling occur at this time?

Even when a capacity is operating at its full CU potential, Fabric doesn't apply throttling.
For the Fabric throttling policy, if the usage > 10 minutes and usage < 60 minutes, user-requested jobs are delayed 20 seconds at submission. In the picture, the Interactive delay appears.

The explanation of the Interactive Delay chart says: Interactive operation will start getting delayed when 10 min interactive smoothing % crosses Interactive delay thredhold.
The Interactive delay tredhold is 100% line in the chart which is not crossed but you mean that 20 seconds delay occurs as soon as we can se any columns in the chart?
