I've recently figured out how to display a SharePoint image on each row through the use of the Image URL data category. The report looks good in Power BI; however, users have a requirement to use this WITH images in Excel to make comments, etc.
Exporting the visual results in just the URL being exported. I've considered using Excel macros to convert the URL's to images, but that introduces a bit of complexity to the user experience. The only other option I see is having this as a paginated report and saving it to Excel. Before I jump to a premium license on that, I wanted to see if there was any other way to achieve this.

That is the way it works, because in the power BI Service it actually renders the URL to show you the image. That is why when it is exported to Excel it show the URL because that is what is stored in the PBI dataset.
I think that paginated reports is the way to go.
