I have a couple of reports in Power BI that I want the end-users to be able to export the underlying data for what I am showing in my visual. I have the report set to allow for the export of underlying data and myself and a couple on my team are able to do that without a problem but the majority of my end-users get a permission denied message. The only thing I can think of is those of us who can do this without a problem are global admins on our Office365 tenet while the rest are not. I am trying to find any other setting to enable or change to make this work but I have been unsuccessful. Any ideas on what I am missing?

If the others on your 365 tent can export the visual data ,that means there is no problem with the settings of the export function . At this time, you have to consider whether end users have permission to access your report .
(1)If the end users don’ t have Pro license or your report is not in the premium capacity ,they may not export the underlying data .
(2)If you share the report without “build” permission, end users cannot export the underlying data also .

Thanks. I had the second one set for the Report Settings but I did not have the Build rights set. I set that now and it is off to a couple of end-users to test. This should take care of it.

if you can or cannot export the underlying data depends if the user has build permission:
Build permission for shared datasets - Power BI | Microsoft Docs
The permission can be set by user individually or by AD group. So in your case the non admin user might not have build permission and then cannot export the data.
Also be aware that you can disable the export in the report itself:
So you might have to check both options.
I do have the same denied access issue when trying to export using "Underlying data", please check the following settings from Setting from PowerBI desktop.
I selected "Allow end users to export both summarized and underlying data from the service or report server" from powerbi desktop and also verified in the PowerBI server, it is displayed as "Summarized data and underlying data" under Export data. But still user is not able to select the underlying data while trying to export. Please let me know what might be the issue.
Also i do have multiple pages and only one page is not working "Underlying data" export. Other pages i can select the underlying data and worked fine.
