Hi,
While exporting data from a "matrix" visual, Power BI Service throws an error. The matrix uses a calculated measure, which is based on a parameter. I have attached the error.
Error
When I try to export data for same visual but without the measure, which uses parameter, there is no error.
Please provide your expert opinion.

In your scenario, I think you have permission to export data because you can export without measure, so I list some reason may be cause by the limitation of export data blow:
1. Export using Underlying datawon't work if you enable the Show items with no data option for the visualization Power BI is exporting.
2. The maximum number of rows that the applications can export from an import mode reportto an .xlsx file is 150,000.
3. When using DirectQuery, the maximum amount of data that Power BI can export is 16 MB uncompressed data. An unintended result may be that you export less than the maximum number of rows.
4. In Power BI, you can rename a field (column) by double-clicking the field and typing a new name. Power BI refers to the new name as an alias. It's possible that a Power BI report can end up with duplicate field names, but Excel doesn't allow duplicates. So when Power BI exports the data to Excel, the field aliases revert to their original field (column) names.

I run a simple test as your describe, I can export data in both matrix
