Can I edit the DAX code for a measure or column on the powerbi website - in app.powerbi.com ... when I view a report and click edit?

Yes you are able to edit the dax for a column or a measure only if the admin of the report has given the access to open data model in powerbi service.

You would need to go to the workspace settings, which open after clicking the three dots :
And the go to general in PowerBI section and enable the highlighted option.
You would only be able to enable this if you are the admin of the workspace, else it would be greyed out.
