I'm currently carrying over data from Catapult (a chip that draws data from athletes) and each time we download it into the folder that excel is importing from, it still included those top 9 rows when refreshing, instead of just merging the new practice session data onto the entire file.
I don't want those 9 rows ever, they mess with the pivot table, and it is annoying to repeat deleting those rows manually.
How can I create a query in the beginning of this whole process that will automatically delete those rows when refreshing and loading the new csv?
That is standard Power Query functionality. Ingest the CSV, then "Remove top rows - top 9" then promote headers.

I tried that, but it doesn't work when I add a new file to the folder, it still adds those 9 rows onto the entire spreadsheet right in the middle of all the data.
In that case, you can try creating a VBA macro that automatically deletes the top 9 rows when the data is refreshed.
Power BI has no memory, and no concept of "appending to last week's import". You need to do that appending in the upstream system. For example by keeping all source files in the same folder and then combining them in Power Query.
Please provide sample data that covers your issue or question completely, in a usable format (not as a screenshot).
