To grant access, I add the individual or group to the ‘Update App’ section:
Now I see this very strange behavior...
If I right-click any specific report inside the workspace, I cannot see the users in the report “access section”:
But I do see them in the Dataset “access section”:

Think of Apps as a view layer ontop of the Workspace, they are actually called Workspace Apps.
When a report is published to the App, the users who have access to the App will be granted view access to the dataset residing in the workspace. Not access to the reports or workpsace. When you add users to the App, you have the option to add Build Permission on the dataset as well. This enables users to use the dataset to build their own powerbi solution from.
