Is it possible to disable the ability to setup and run Personal Gateways or manage who has persmission to setup new Gateways?

This can't be controlled from Power BI side. Every user who has access to that on-premise machine with Personal Gateway installed should be able to open Personal Gateway and configure it. You may try to limit the access to that application on your On-Premise server.
