is it possible, without using row-level security, that users cannot adjust report filters?
I mean the filters on the right side of the report:
I do not want that users can adjust filters besides the ones I use as slicer.

We can hide the filters in Power bi desktop side like this. Then set the workspace Members can only view Power BI content. After that, the user is member cannot adjust the filter in Power bi SERVICE as you wish.
Hi, in both Desktop as Service I cannot find the screenshots you have taken.
Were is the option in Desktop for the filter? I have it only on the right without options to see or not see it.

Are you the owner of the work space? And which kind of work space did you use? The new one or the classic one? Here I used the calssic one.
@v-frfei-msft I have updated but still do not see it. Can you please tell where to click and go?
In Service I do not know if I have a new or old style, I think the old one:
I do not have members of my workspace it is private. I think your screenshot is about given people access to my workspace? I autorise people to see the reports but not my entire workspace or something like that.
