What is the difference between Read & Viewer in Dataset Permission Level?

Viewer is the role in the appworkspace, in the dataset permission, viewer means the user is the viewer in this workspace and he has permission for the role of viewer as below:

https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-new-workspaces#roles-in-the-new-...

 

and for read/reshare/build in the dataset permission, this means this user has these permission for this dataset. 

if the user doesn't have Viewer/Contributor/Member/Admin, this just means he doesn't in this workspace, he is just given the access to this dataset, for example: someone share the report to him, so he will have the read in the dataset permission.
