Greetings,
I am creating a dashboard that includes dates in addition to a geo plot of a location for an event. Ideally, I would like any dates that have passed to turn red, while future dates remain green. I am able to get the conditions to work when I create the report, however the conditions do no update once the report is saved, I've tried refreshing both the database and report. I am using the Cloud version of Power BI.

Not correct to use calaculated columns from excel into Power BI and expect the refresh to goes well.
Use DAX to replicate your formula into Power BI. You can also use conditional formatiing on the data column like

The condition for the geo is under the Bubbles > color > Default conditional format.
In the conditional formatting, I am using Gradient based off a column in an excel file.
- To keep it short, in the excel file there is a column, that will put a 1 or 0 based on the date being after the current date. I've confirmed the excel formula is working correctly, shows all past dates as a 1. I can post a pic if needed, just have to go between two computers to do so.

The formula you applied in Excel won't be applied in Power BI. It is better to remove all calculated columns from Excel and use DAX in Power BI to replicate them.

To clarify, the formula in the excel puts a 1 or 0 into the column. Power BI is just checking that cell to see if its a 1 or 0 and formatting it based on that number. *This is at least how I am inturperiting the interaction.

I wanted to provide a small update. I added another row of data to my database and it seems the report updated the expired date to the appropriate color. It seems the conditioning is only being updated on the data as it is initially populated.
I will take a look at how to use DAX to replicate the formula in BI. Thank you again.
