Hello,
I cancelled a refresh on a dataflow that was started prematurely. It's been 45 mins, and the data flow's status in "Refresh History" is still "Cancelling." Will this eventually resolve itself, or is there some kind of action I need to take to "force quit" cancellation of a data flow refresh?

I do not believe that there is a force quit. I think you will ahve to turn in a ticket to Microsoft if it is just running and running.

Sorry for the late reponse.
If a dataflow refresh is stuck in the "Cancelling" state for a long time (like over 45 minutes), it generally means the cancellation process is hanging on the backend.
Currently, there's no manual "force quit" option available in the Fabric or Power BI UI to terminate it immediately.
If you’re not using Premium capacity, or don’t have admin access to restart it via Admin Portal > Capacity
