Dashboard share requires user to clcik twice to access dashboard

I share a dashbaord where the report has 4 tabs attached. After  I share this dashbaord and users are presented with a report "header page"   they only see one of the tabs and none other.  Once they click on the report header, they now see the entire dashboard , all tabs .  How do I make it so that it automatically goes ot the dashbaord view when the consumer enters Power BI service
