We are currently working on a Power BI tenant migration from INFY to TATA.
Current Architecture:
All users (INFY: tom@infy.com, TATA: raja@tata.com) are currently in the INFY tenant.
Databricks is the datasource, which will remain in the INFY tenant going forward.
Migration Plan:
Only users of TATA will migrate to the new tenant (TATA).
Power BI reports and datasets (semantic models) will remain in the INFY tenant.
Example:
When raja@tata.com moves from INFY tenant to TATA tenant, he will log into TATA tenant but may need to switch back to INFY tenant to access the existing Power BI reports.
Question:
If a user has access to a semantic model in the INFY tenant,
→ Will that user (with the same UPN, raja@tata.com) be able to access that semantic model from the TATA tenant?
What I Have Tried:
In the INFY tenant:
Opened Microsoft Admin Portal → Tenant Settings → searched for semantic models.
Under Workspace Settings, enabled “Use semantic models across workspaces.”
Also enabled External sharing in workspace settings.
However, when I log into the TATA tenant Power BI Service → My Workspace → New Item,
I am not able to find or connect to the semantic model hosted in the INFY tenant.
Expected Behavior:
Need to confirm if cross-tenant access to semantic models is supported —
and if yes, what specific settings or permissions (such as B2B access or cross-tenant semantic model sharing) are required.

While this is supported, it is very tricky to go cross tenant to access semantic models. There are a whole lot of issues and caveats that I have experienced in the past when trying to work with my customers. I would highly recommend simply migrating the semantic model across to the new tenant and using it in a single tenant scenario. This will save you a lot of headaches and a lot of issues going forward.
However, if you want to try and use the cross tenant semantic model sharing, you have to make sure that for each semantic model you have enabled the external sharing as shown below for each semantic model.
