Creating a service

I'm looking for some sample code on how to create a service, such as a service showing up on the following page:

https://app.powerbi.com/groups/me/getdata/services

 

What I'm interested in exploring is having multiple sites upload data to Azure Tables. Then when a site connects to the service in Power BI, the service asks for the site specific identification and reports are shown against the site's data.
