Create a Paginated report with a title page

Is there a way to create a Paginated report with a title page and multiple pages each with a different layout ?

You only real solution is to create subreports that have their own unique layout. In the main report you will have to set margins all to 0. If you want to use headers you will have to write an expression that adds a header only to the pages you want. There is no easy way to do what you describe.

Use report builder to make a pagination report, the page settings of each page can be different, and you can make it according to your needs.

No it is not possible to have a cover page for a paginated report. In SSRS you could but not in paginated reports. By the way a paginated report only has one page and you can not set different page settings for your report. Not sure what you are talking about.
