Create Dataset API permission to AD App

Hi,

I have an AD app with required Power BI permissions to use Power BI REST API.

The tenant has many users and their own power bi workspaces. Is there a way  to create datasets and write data to all of these workspaces as the registered app without knowing the user creds (NOTE: the app has "read and write all workspaces" permission ?

Basically, it boils down to is it possible to create dataset and push data using API as an Application and not as a specific user ?
