I get this error in the service (app.powerbi.com) in the Learn sample and I get the same error from the downloaded PBIX file in desktop. I have a pro license for Desktop and a Fabric free license. The documentation from the learn site doesn't state I need anything special to see this. What is it I need to see this?

Enable the map and filled map visuals in the Power BI Admin portal. This setting might be off by default, so ask your tenant admin to turn it on. Go to Tenant settings under Integration settings and enable Map and filled map visuals.
Open Power BI Desktop. Click file option on left corner.
Go to File and click the options and settings in below.
Select options button. Under Global > Security, check the box for Use Map and Filled Map Visuals.
Clearing the cache and restarting Power BI Desktop can often resolve visualization issues. Make sure you're using the latest version, as updates frequently fix known problems.
