Hello,
When an end user logs into powerbi.com please can you tell me if it's possible to display a contents list of shared reports for the user? Just an alphabetical listing of the reports that the logged in user has access to.

Not really, they can see any reports available in workspaces where they are at least in a Viewer role, any reports explicitly shared or reports published to a workspace app that they have been given permissions to.
Outside of that, there may be quite a bit of content they don't have access to and there is not real way to discover it in the service without some type of external documentation / report catalog.

When end users log into power bi, they can through the following page to see lists of shared report:
Click “Browse”
And then you will see “shared with me”
In this page, end user will see all reports shared with him.

Thank you, is there also a way to list the reports that are not shared? (So that the user can proactively request access if the BI team accidentally misses someone from a distribution list?)

At the moment, power bi can view shared reports, but it seem to not have the ability to show unshared reports.
For your concerns about missing reports,are you considering creating an app to send? As the following shows:
By using the app, you can select the reports you want to share and these files will be integrated into the app. You can share all the reports at once by directly sharing the app, perhaps through this way you can avoid missed discoveries.
