I have a matrix with conditional formatting on all 4 metrics that is working on the desktop (2.61.5192.601 64-bit (August 2018)), but is not working only in some cases on the service (within the same matrix). Any ideas?
Here is a sample conditional formatting rule (they are all the same aside form the measure it is keyed off of)

Here it is in the service. Note the highlighted cells/rows that are still gray, even with values in them.
Is this a known issue? Is there a workaround?
ETA: It behaves the same way in Edge and in Chrome.

I upgraded to 2.63.3272.40262 64-bit (October 2018), opened the report, refreshed the data, and published it. Same behavior in both Edge and Chrome.
I am not familiar with "optimized for Power BI Report Server" version. We just use desktop and the service.
I had to completely recreate the matrix from scratch in the October version of PBI desktop in order to get it to work correctly on the service.
@Anonymous- can it be reported as a bug that the service is not backwards-compatible to a version that is only 2 MONTHS old? Having to update the desktop, and then re-create visuals each month is not a sustainable practice.

I can't reproduce your issue, I test on last version of power bi desktop, conditional formatting works on both desktop and service side.
It seems like you are test on a old version of power bi desktop, I'd like to suggest you update to latest version and try again.
BTW, have you test on 'optimized for Power BI Report Server' version? I'm not so sure for the compatibility of conditional formatting feature on optimized version.
