I am unable to see the option of tenant settings in Admin Portal, even through i have admin access to the workspace.

I have power bi P1 license  and my workspace is in premium capacity.

 

Any suggestion on what should i do.

You need Fabric Admin previledge to see tenent settings of Power BI
Please reach out to your IT team and they can help enabling co pilot from Admin settings for you
