Cant sign up for Microsoft Fabric.

I have a GCC High G5 account and I am an administrator. I tried to sign up for a free trial with my admin account but it says

Let's get you started

Enter your work or school email address, we'll check if you need to create a new account for Microsoft Fabric free.

Looks like you're already a Microsoft customer. Sign in as "Work Email" to get Microsoft Fabric free with your account.
And then.....

We can't finish signing you up because Microsoft Fabric free isn't currently available for your work or school account associated "Work Email"
I am so confused.

I purchased Power BI Pro licenses for my devs and in order to make use of the license, I need to setup the Fabric portal and give the devs access.

Did you ever resolve this?  Running into the same issue when navigating to https://app.high.powerbigov.us/.  It just defaults to Fabric free even though thats not supported in GCC High.

Fabric isn't available in GCC High. It's just Power BI. (You'll find no Fabric Capacity option in the Power BI Admin portal and no Microsoft Fabric service in the Azure Government portal.)
