Cannot add Excel or CSV files to data model in Power BI Service

I am trying to link two Excel files and one CSV file to Power BI, and then add the three files to a dataset within Power BI so I can define relationships among the files. Every time I do it, the "Open Data Model" option on the "More Options" menu is greyed out. See screenshot below. Am I doing something wrong? Or is this just a limitation of the Power BI Service?

You will want to use Power BI desktop if you're trying to combine data sources. You can't combine multiple "datasets" either, you want your files to be in a single dataset as queries (mentioning only because I see the label "dataset" below each of your sources).
