Cannot Create New Workspace

I cannot create a new workspace these days, and got below error message. I have been able to create several workspaces in the past. How to tackle this issue as I would like to create a new workspace to share my dashboard.

Tenant admin has not enabled Unified Group creation. You need to contact with your O365 admin to enable it.
