Can you share reports authored by Power BI Premium per user license with Power BI Free License users

I have a Power BI Premium Per User license ($20 per month).  I shared the reports in my workspace with others in my organization with Power BI free license.  When they try to access it, they are prompted to sign up for Premium Per User license.  From sales documentation the main difference between Power BI Pro and Power BI Premium licenses is that with Premium you can share the reports with free license users whereas Pro license allows sharing with other Pro licensed users only.  What am I missing?  Why are my shared reports not accessible by Power BI free license users?

With sharing, whether you share content inside or outside your organization, you need a Power BI Pro or Premium Per User (PPU) license.

Your recipients also need Power BI Pro or Premium Per User (PPU) licenses, unless the content is in a Premium capacity.

You can refer to the following methods to share your reports and dashboards：

1. First, you can put the contents of the workspace into premium capacity：

2. If you want to share it with users outside the organization, you can try this method：

The guest user must have the proper licensing in place to view the content that you shared.

There are a few ways to make sure the user has a proper license: use Power BI Premium, assign a Power BI Pro license, get a Premium Per User (PPU) license, or use the guest's Power BI Pro license.

3. If you don't want to buy Premium and Pro licenses, you can try publishing to the web.

However,when you use Publish to web, anyone on the Internet can view your published report or visual. This method is not safe.

@v-zhangti  Can a Power Premium User (PPU)  share a report with users who have free licenses, allowing them to view the Power BI report without editing capabilities?

Select People in your organization with the link can view and share and then choose which option works best. Does this mean that free license can access through url link within organization?

Only PPU can consume a report shared by a PPU. Free users can't
