Refresh error in Power BI Service

I have a dashboard that uses a SQL Oracle, excel and API bases.

 

When I refresh the data using the Power BI desktop, all works. But when I try to refresh in services (or programing a auto refresh) this error appear:

I have already try to change the credentials of data sources to "none" and "public", but the error persist.

I updated the privacy level in Power BI Desktop and Services, but now another error happened:

You need to update the privacy level for both the connection at same level, would suggest keep it organizational for both (Oracle & API)
