Can't include report copied into different workspace in app?

Copied Report from Workspace1 to Workspace2 with the new copy feature.

Want to include Report in the Workspace2 app.

Can't - service tells me it cannot be done.

Is this by design or am I doing something wrong?

You should be able to include it in the app.

Do you copy the new report between App Workspaces or create it from a shared dataset?

The report already exists in Workspace1.

I copied the report to Workspace2 in order to include it in Workspace2's app.

(I'm using Workspace2 as a "best of" location for a bunch of workspaces)

What happens if you try and upload a PBIX that is connected to a shared dataset?

Unsure what that means, but I can certainly try to download the pbix file and upload it directly to Workspace2.
