Can't add external user to power bi workspace.

I am using trial version of Power BI Service and have created a workspace with some reports in it. Also, I have created a tenant in azure active directory with the same account in azure and power bi and added external user. But, I cannot see that added user while giving access to the workspace. 

What would be the solution for it? Do I need power bi pro or premium license?

Yes, they accepted the invitation. But after trying to add that user in power bi workspace. User doesn't exist.

This may be limited to Premium capacity or PPU.

Have you sent the invite to the external users to be a guest on your tenant? Have they accepted the invite?
