Can PBI Visual generate URL to use for bookmark?

The challenge we have is users often bookmark their dashboard with many filters set.  For example they may have selected 50+ items to filter for.  These bookmarks often get wiped when the PBIX gets republished and we'd like to use URL filtering to help as described here:

Does anyone know how to use power bi to generate the custom url that would essentially be their 'bookmark' to use for their current set of filters on a page?  this would be much easier for us to tell users how to get permanent bookmarks (assuming attributes dont change names).

The idea I had was using 2 steps:

step 1: us some Dax to show all active page filters.

step 2: make a formula to take the active filters in step 1 and write it into the url format that powerbi accepts for url filtering, and place this into a card visual.

 

 

That might work but will produce report level filters, not Bookmarks.
