Can Azure AD guest users access PBI if on A sku (embedded) without buying them a pro license?

We are using the A sku along with pro licenses.  When we add a guest external to the organization through Azure AD to a security group on the workspace, can they view and interact with reports without buying them a pro license?

The rule is "to see a report you have to have a license".  The license can be their license or your license and can be Pro or Premium based but they have to have a license.
