We should have the ability to add a custom CSS to my PowerBI subscription and even for each report and dashboards, somebody knows if something like that could be done?

There is some kind of theme management on Power BI Service. You can apply JSON theme to a dashboard. See details - https://docs.microsoft.com/en-us/power-bi/service-dashboard-themes .
And for Power BI Desktop report - https://docs.microsoft.com/en-us/power-bi/desktop-report-themes .
Also, you can create your own visual using Node.js, where you can use CSS - https://docs.microsoft.com/en-us/power-bi/service-custom-visuals-getting-started-with-developer-tool...
