How can I block the tool tip that gives access to the See Data button?. If I can't block any particular, How can I block the pop-up of the whole tooltip?.

I don't think there is an option to block See Data or the whole tooltip currently. I would suggest you submit your requirement on Power BI Ideas to improve Power BI on this feature.
In addition, here is a similar thread about disabling "See Records". Could you go to check if it helps in your scenario?
