I have contracted a third party partner to create some PowerBI reports for my organization. We have granted our partner guest access via AAD. Their organization is setup on AAD so this would be an AAD B2B relationship. They can access our datalake, blob storage, everything I have granted them access to successfully. They cannot access PowerBI. I have given them full permission with their AAD logins to our PowerBI workspaces and assigned them Power BI Premium Per User Licenses.
When making sure the Tenant is allowing Azure Active Directory Guest Access, There is a yellow note stating "Azure Active Directory B2B guest users are restricted from Accessing PowerBI even if they have permissions". This message is under the "Allow Azure Active Directory guest users to access Power BI" with a description of "Azure Active Directory business-to-business (B2B) guest users can access Power BI and Power BI content such as reports, dashboards, and apps that they have permissions to."
These messages seem contridictory to me. Am I missing something to grant AAD B2B users access to our PBI Tenant?
We aren't clear on this notification either. We have a guest user that can't access our PBI Content on Premium workspace. He was able to access it before...I'm thinking something changed with the Fabric rollout? Any help would be greatly appreciated!
The solution for us was to enable the two options (as seen in my other post here) and then send them the PowerBI Tenant URL Directly. Found in the help icon, about power BI link. Then it just worked. Hope this helps.
It totally does. We learned we had to pass the ctid in the report url and we also learned that when you share with the Entire Org, external users are not included in that permission set so you have to give it to them explicitly. Thanks!

The yellow part can be confusing all that it means as far as I am aware is that the external user cannot be added to the tenant setting.
I have successfully worked with B2B users in my Power BI tenant getting access to app workspaces and reports.
Yah.. I don't know what is up.. The partner can't access it.
They just keep getting "Sorry, you don't have access to that group" and then are taken to their own personal workspace in thier own tenant.
