We have setup external users in AD and have assigned PowerBI Pro licenses to those users on our domain. When we try to share a workspace or a report we have the following issues:
-Even though we share the workspace, the external user can not see the workspace when they first log into the powerbi service using thier own login.
-When we share a report, the user can get to the report when they recieve and use the link.
However, it seems that thier view of the report is under an entirely different PowerBi access.
For example, if the user has a microsoft account and thier email is john@abccorp.com and they log into the powerbi service, they dont see the shared workspace or reports. When they login in they see "Good Afernoon John" on thier home page and no reports or worspaces that are shared.
On our domain, we have added John@abccorp.com as an external user and have assigned a powerbi pro license to that user. We shared the workspace and the report. Just for testing, we have changed Johns name (not email) as Joe.
When they recieve the link for the report and click on it, they are taken to a powerbi service page that shows the Home page with the words "Good Afternoon Joe". Meaning, even though the email is the same, the shared link is taking them to a new powerbi portal.
They can now see the shared workspaces and reports.
I could live with this but the other issue is that the license we assigned is not being used and when we sent the initial share and the user clicked on it, Microsoft allowed the user to view the reports by assigning a trial license which will expire in a set number of days.
So my questions are the following:
1) Shouldnt we be able to share a workspace and a report and the user see this on thier Domains PowerBI service?
2) Since this is not the case and the user is given a PowerBi portal outside of thier domain, why doesnt it recognize the license we assigned on our domain and by default, allow the user access only by assigning a trial license.

If the external user wants to see the workspace or report, the external user first enters the same tenant, so if sharing a workspace requires sharing the URL link of a tenant.
The external user can not see the workspace when they first log External users can be invited as guest users in AAD. In this way, firstly, they can be given access to workspace, and secondly, they can access/see the workspace in their POWERBI account through the URL.

In addition, to help these users to login to Power BI, provide them with the Tenant URL. To find the tenant URL, follow these steps.

First, you don't share a Workspace, You give access to it and it should be similar to this.
Second, how did you share the report? Is it this way?
To Access the report the user would use his name@hisdomain.com.
