Having trouble getting my Apps to open. When I click on the icon it flinches, but won't direct me to the underlying reports. I've tried deleting the app and reinstalling it. I tried shutting down. Logging in and out. On and off. Anyone else having this issue?

UPDATE: When I tried it again in a different server, they worked as expected! And now back in the office everything is back to normal. Not sure why they were frozen, but it's been magically rectified. Thank you for checking on this matter for me.
I'm currently experiencing this issue.
When I click on an App from the "app drawer", the box that surrounds the app is bordered in blue, but never loads. The only way I can get the app to load is by refreshing the browser and reselecting the app.
I'm a consultant and work in several different client O365 tenants, and I've been seeing users bring this issue up in at least two tenants so far. It's quite frustrating for end users.
It's definitely a bug in the Power BI Service. Does anyone know if Microsoft aware of this issue?

Based on my test, I cannot reproduce your issue here. Could you please share your screen shot of your issue? DId you get any error message?
