Apply RLS to Members, Colaborators and Admins

Hello, 
I need the users that are viewers to be abble to download the PBI file. I have search everywhere for this and i has not been possible for me. The important thing is that i need users that have RLS apply to them to be abble to download the file.

My other option has been to apply RLS to members and colaborator but i haven't found how to do that as well.
If you have any ideas, there are welcome. The important thing here is:

- Users that has to have RLS apply to them, they have do have (build permits in the dataset as well) and can download the file to edit the PBI in desktop.

RLS cannot be applied to members and contributers, it is just how the roles are set up for the workspace. Only Viewer will experience RLS. 

Viewer cannot download reports, also because the way the roles are set up.

The next best option is to create a PBI template (PBIT) that they can download separately from a teams channel or onedrive. You can include a link the the report itself that takes them to the onedrive folder.

Another option, which is limited to visualizations, is to let users personalize their visuals and create a bookmarks for themselves.
