App vs Content Pack functionality

So, I'm having trouble getts Apps to do something that Content Packs can: 

So in Content Packs,

1. The author can publish the Content Pack
2. The user can connect to the data
3. The system creates everything from the Content pack in the user's personal Workspace. 
4. The user can then create copies of the dashboards/reports/etc. in their Personal Workspace- and edit them as they feel fit. 

This seems great - a way of sharing all or part of a Workspace's data, that allows end users to create their own copies / edit them, without being able to edit the underlying resources. 

I keep seeing that Apps are replacing Content Packs though.  Within Apps, is there an equivalent funcationality? 

Say if I share things with Sales - I want them to be able to edit their own Dashboards, etc.  But, I don't want them to be owners in the Workspace, as then they'd be able to change the underling data.

@mmace1 There is no equivalent to that functionality in the new Apps experience. Based on the public roadmap for Power BI available here -> https://docs.microsoft.com/en-us/business-applications-release-notes/october18/intelligence-platform... you can see that there is a new feature in the works for shared and certified datasets.
