Admin Usage Metrics - Question on "Group" vs. "User" reports

The Usage metrics dashboard has visuals for "Number of User Reports" and "Number of Group Reports"

How are these defined?

Are group reports those that have been published to a workspace?

Or

If I share a personal report, does it become a group report?

It would be group reports are reports in an App workspace. Whilst user reports are in my workspace as far as I am aware.
