Is it possible to invite a guest into your Power BI workspace and make that guest an admin that can edit and publish reports? If so, what are the appropriate steps to achieve this?

You can invite a guest into your power BI workspace. But you should add the user as guest to Azure Active Directory in advance then you can share the report / dashboard to them. For more details, please check the online document. However you cannot set the guest as a admin, you will get this error message. The guest cannot edit and publish report either

Is the licensing error related to *Usage location*?
It doesn't look like we can set Usage location for B2B Guest accounts.
