Preventing Server Report from being opened in Desktop

When you publish a report on the server, there is an option towards the top of the page that allows people with more than just viewer rights to open the report in desktop.  

Is there a way to publish a report without allowing this to happen?  Take away the option to open in desktop.   

I am not a full admin but I have rights to publish reports in the server and add users, refresh schedule times, etc.

Like besides making them Viewers only?

For people who have admin rights and can change their security level from viewer to admin.   

I only say this because although I have admin rights, I have seen reports from "super admins" who control our server publish reports where I cannot open the report in power bi desktop.   The button to open in desktop is gone.
