Power BI premium does not require viewers with Power BI free to viewed shared dashboards. Does this include users that are external to the organization in which the Premium license resides? I.e. if I create a dashboard in premium can my customer view the dashboard with out requiring a pro license?

To share with external users whose license are free, if your dashboard contains Power BI free features, recipients are able to view the shared dashboard. But if dashboard contains pro content, those external users need pro licenses.

That is interesting, I haven't it heard explained this way before. What are Power BI "free features" and what is considered to be "pro content"?

The link provided about the differences between Free and Pro doesnt answer the question about Premium.
Please, do external persons need a PowerBI Pro license when an App is published in a Premium capacity and shared with them? If true, then those external persons have to pay 10 euro a month to have access to that app. Is that correct or is a Free license enough to access an app (located in Premium capacity)
Users have to be part of your organisation or they need to be using AD B2B - https://powerbi.microsoft.com/en-us/blog/power-bi-expands-access-to-intelligence-for-external-guest-...
Seems that premium capacity is supported for those users though
