I'm currently holding Pro license. Is it possible that a report with Excel as one of the data sources be in direct query mode that allows refresh for every 15 mins?
The end goal is want to refresh this report every 15 minutes, with Excel sheet involved as one of the data sources.

You cannot create a DirectQuery / Live connection to an Excel spreadsheet per Microsoft's documentation on Power BI data sources.
You may be interested in this video from Guy in a Cube for a workaround though:
