while I can delete specific step, what is the performance impact in case removing/hiding rows?

I suppose you mean what's the difference between filtering or removing rows, isn't it?
Then, filtering is useful when you want to remove rows based on the values of a specific column/columns. Imagine you are reading an Excel file and you decide to remove two last rows because it has empty values. But later on, when someone adds information there's no blank cells at the end. The last two rows will be deleted anyway. Instead, if you had filtered, rows wouldn't have been deleted.
